Rationalizing the Development Budget: How a Feasibility Study Tests Project Cost Across Seven Asset Classes

A development budget is not a number the sponsor hands the lender. It is a hypothesis about cost that a feasibility study must test against three independent standards: completeness, benchmark evidence and the value of what gets built. This is how that test is run, line by line, for the seven asset classes that dominate SBA, USDA and community-bank construction lending in 2026.

Appraisal Requirements for SBA 7(a), SBA 504, USDA B&I, Community Facilities, REAP and Section 538 Loans

Six federal credit programmes, four separate rulebooks and five different answers to the same four questions: when does the lender need an appraisal, who may prepare it, what value must it state and how old can it be? This is the requirements matrix, built from the regulation text itself and current to the SBA's 1 October 2026 SOP and USDA's 16 October 2026 REAP rule.

How USDA Deducts Going-Concern Value From Collateral: Hotels, Gas Stations and Car Washes

Under 7 CFR 5001.203, any business or going-concern value in an appraisal comes off the reconciled market value before the lender's discount is applied. For hotels, fuel stations and car washes, that single sentence can remove between 5 and 40 per cent of the appraised figure and leave a B&I loan short of collateral before underwriting has properly begun. This is how the deduction works, how appraisers isolate the number, what the federal audit record shows, and how a lender sizes and closes the gap.

Public Storage reported same-store occupancy of 91.6% in the fourth quarter of 2025, and move-in rates fell 10.7 percent. Where the sector actually stands, how the SBA and USDA channels treat it, and what separates a study that carries a file from one that gets returned.

U.S. Car Wash Industry: Market Report and Outlook

7 CFR Part 5001 is the single regulation behind USDA's four guaranteed loan programmes. RV and Boat Storage Feasibility: HOA and Municipal Parking Restrictions Are the Demand Engine

Registrations per capita is the standard demand proxy in this sector and it is the wrong one. Owning a recreational vehicle does not create storage demand. Being barred from keeping it at home does. The countable driver is the share of households in the trade area that cannot store on their own property, and it comes from two sources that can both be researched at site level, though neither can be looked up.

Buying an RV Park and Adding Sites: Feasibility Studies for Expansion Acquisitions

The most common SBA structure in this asset class is to buy an operating park and build more sites at it. That makes half the study an audit of a business that exists and half a projection for one that does not, on the same balance sheet. From 1 October 2026 the two halves are not treated equally, and the half that carries the loan is the one most studies spend the least time on.

Gas Station Feasibility and EV Exposure Across a 25-Year Term

An SBA real estate loan on a fuel site runs 25 years. No credible forecast of United States gasoline demand runs that long, and the agency that publishes the best known one says plainly that it is not making predictions. A feasibility study cannot resolve that by guessing at adoption curves. What it can do is separate what is measured from what is modelled, price the capital events that are actually schedulable, and hand the lender an honest band instead of a false number.

Inside a Feasibility Study Engagement: From Engagement Letter to Lender Delivery

A feasibility study is an origination document. It is assembled during underwriting, before the file reaches the agency, and on USDA deals it is part of the complete application rather than something that follows one. That single structural fact decides when the work has to start, what has to be in hand before it can, and what happens to the timetable when any of it arrives late.

Who Is Qualified to Prepare a Feasibility Study: Independence Rules Under SBA, USDA and HUD

Everyone in SBA lending says the feasibility study has to be independent. SBA has never written that rule. It wrote one permissive sentence in 1996 and has added nothing since, while filling the same rulebook with detailed independence rules for appraisers, business valuers, environmental professionals and, in the edition taking effect on 1 October 2026, quality of earnings analysts. USDA wrote the rule. HUD wrote two of them, in opposite directions, for two of its own programmes. The strictest independence architecture touching this work sits in appraisal law and never uses the word feasibility at all.
